 After the conclusion of the Ninth Pass, Pern believed that the Red Star would not come back, Thread would not fall again, and that dragonriders had to find a new purpose in life. Still, old traditions die hard, and while the Weyrs adapted to fit into the new life of Pern, they retained many of their old habits.

 This changed as soon as the Queens began to step up their clutching. One or two Queens overproducing was an anomaly, but to have all of them begin it was a clear indication that something was going on. This lead to the searching of old Records to find out what the old Weyr structures was like and then implementing them. Soon the familiar structured system became the norm for dragonriders.

+Every Weyr still had a Weyrleader to manage the Wings and riders and a Weyrwoman to handle the affairs of the other side of the Weyr. Dragonriders were still divided into Wings, but their structure was far looser (with only a Wingleader and his second) and wing practices only occurred once a sevenday, meant to keep riders and dragons in shape more than anything else. There were more social activities, such as inter-Wing and inter-Weyr competitions and shows at Gathers. The overall Weyr structure was far looser and with more free time. Weyrlingmasters still existed to teach the younglings who did Impress, but his staff was more informal.
